Chinese Vice President Xi Jinping called for better Party-building at the grassroots so to promote scientific development and social harmony.

Xi, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the remarks during his three-day inspection tour that ended Tuesday to the southern island province of Hainan.

Party organizations at all levels should take concrete measures in the selection, appointment and cultivation of cadres to build teams of high-caliber cadres, Xi said.

Xi also stressed the need for the acceleration in transforming the country's economic pattern .

During his visit to the local businesses in the province, Xi said that the economic pattern transformation of Hainan should be carried out in conjunction with the locality's real situation to build an industrial structure which fits with the province's tourism industry.

Xi reviewed the construction of Hainan as an international tourist resort. Having stressed that the good environment in Hainan was an outstanding advantage in the development of tourism, Xi told the province to observe the most strict standards in protecting the island's ecological environment.

Concentrated efforts should be taken to help the most impoverished people to lift them out of poverty, said Xi, adding that the province's development as an international tourist resort should be beneficial to its population.

Xi visited people in some old revolutionary bases in Lingshui and Baoting.
